USCIS should start separate dept or process for approving 485 application at final stage instead of indiviudal adjucator approving 485 at final stage(real visa number allocation).

They should put all 485's new shelf when it is ready to be approved means actual processing completed like namecheck,background check,fp.

Then they start approving 485 based on priority dates. This way FirstCome-FirstServe theory works well.

As per my understanding, right now adjucators are approving 485's irrespective of sequence of priority dates when the visa dates are current or before cut off date. Correct me if i am wrong.

This is an ex... how it is working now.

There are counter1,counter2,counter3 opened to sell tickets for 'A' movie. After some time they opened counter4 and they called few people who is standing back in the first three counters.

Then problem started...counter2 guy got call from his girl friend and he was on the phone for 1 hour. In the mean time counter4 girl is fast and sold all the tickets. All the people standing in counter2 are screwed up.

So FirstCome-FirstServe theory doesn't work here. Couner4 girl could have called the people who is standing in front not in the back. Then atleast FirstCome-FirstServe partially works.
