I called CIC call centre to get clarification on residency 5/2 rule. I was told very clearly that this law is a retroactive. Hence, this law
articulates that if a landed immigrant left Canada say on dec 2000 then he should be able to return back "lawfully".
CIC also explained me why this law is retroactive- If residency law is only applicable to new residents then it will be a injustice towards already landed residents, who failed to maintain residency.
