I have a house in Alberta and an apartment in California. I would like to retire to California where I have a sister. Is it possible to do this and if so what are the restrictions. I have dual UK and Canadian citizenship.

You can legally stay upto 6 months in US using the Canadian Passport.

Yes, I am spending up to 6 months a year there. My question was about the possibility of living in the US year-round, as a retired person on a pension.

No, you will be overstaying and not unless you have a way to get a legal stay in US you can't stay year round.
There is no provision in US law for foreign retirees on a pension to live permanently in US.
