Resume for PERM question

Before my current full time job at company ABC in California, I was working for a consultant company XYZ based in Atlanta, GA as a Programmer Analyst and they held my previous H1B. They placed me on a project at one of their client called PQR in California and my position at PQR was of Senior Java Developer. And I have an experience recommendation letter from my supervisor at PQR for the same.

I wanted to ask you guys, cause I am totally confused as to what should I mention in my resume that during that period I was working for the consultant XYZ as Programmer Analyst (because they held my H1B on that title, the only problem is that I cannot get an experience letter from them) or should I mention that I was working for the client PQR as Senior Java Developer (they were XYZ's client and I have an experience letter from them)? Please help, as I want to avoid an audit on this discrepancy.

You know how consultants place you on different projects, the issue is what should I show the experience as, as experience with my consultant who held my H1B and not mention client at all or should I mention the client and not the consultant? Thanks!
 
Resumes are usually not submitted to the DOL or USCIS unless they are requested. For US experience, you should list it as the employer that paid you, not the client you are contracted out to.
