Response to Service Request for I-485. What is "Outside Normal Processing Times" ?

I got the following repsonse to the service request
that I opened for my I-485 that go transferred from
VSC --> TSC :

My PD is (EB3 India) - September 2002 and I filed for my I-485
on April 13th 2004. My PD was current for quite
some time and nothing happened.
What does "Outside Normal Processing Times" mean ??

Din't I initiate the request "Inside Processing Times" ??

The response letter also says :

Don't ask me what "158" means - I don't know.
During the same time I got the notice for a second FP
notice which I gave today morning.

I contacted the local congressman's office and they
informed me that my FBI Namecheck and other security
clearances are complete - long time back.
In that case why this delay ?
Well, I won't get it now because even in the september 2007
bulletin EB3 India is Unavailable.

I am in the same boat. I got a similar letter this week. I have asked my local senator's office to get more details on my case. My letter says wait for 180 days before calling.
 
There are processing times for each kind of case (I-140, I-485, I-130, etc.) published on the USCIS web site. If your case was filed before the date they published and is still pending, you are "outside the processing times."
