Resign or Layoff - What is AC 21, Do I have AC21??

To a question somebody asked "Is there a difference between getting laid off or resigning from an employee and legal standpoint after 180 days of I-485 filling ? I have a EAD now and FP is also done with I-485 receipt date in last week of Sept01"., somebody responded by saying
"There is no difference as long as you are using AC21 with new job in same or similar occupation."

How to get AC21?? I am leaving my present employer. Please Reply!!!!! It\'s been more than an year I applied for 485 and I applied for renewal of EAD because my original expires on May29th.

Changed job after completing 180 days from the date of RD and my new employer\'s advocate immediately informed INS with following.
(i) A letter from me stating my intent to use AC21 portability.
(ii) A letter from new employer confirming job offer, salary, similar job description.
(iii) Form G28, notice of entry of appearance as attorney for new advocate.
Joined new job with EAD. Never spoke to IIO. No RFE. Total GC process took less than 2 years. Good luck to all.
 
Do I have to do all these to switch jobs even after 180 days have passed??

What is wrong with my switching the companies without letting INS know?? I am curious. When RFE comes (eventhough my one RFE is already received by INS), can I not send the proof of employment?

Do I have to use this AC21 methodology to switch jobs??
