There is nothing in the I-824 or its instructions that indicates only the original petitioner can request a duplicate approval notice-though I think that (original petitioner/applicant only) is the way it should be. I suppose a beneficiary can try requesting the notice for his/her own, as long as the beneficiary is willing to pay $340 filing fee. The worst thing that can happen is that USCIS returns your application and check.
