Request for Status Information Letter

Hello, I have 4 questions that I need some clarifications on my Citizenship:-
A. This is in regards to the document that we need to send to Selective Services:-
I do not qualify for the Selective Services, since I arrived in US after my 28th birthday. However after reading through the forum thread, I understood that I need to obtain a letter from the Selective Services stating that I do not qualify.
Details about what I did:
1. Visit http://www.sss.gov/PDFs/SILForm.pdf
2. Downloaded "Request for Status Information Letter"
3. Filled up my details
4. Sent it to the corresponding address.

My question is :
1. Is "Request for Status Information Letter" the correct letter to send to Selective Services?.
2. When Selective services sends me their response, should I have to send that response along with other documents when I am filing for my citizenship.?

B. Can any of you help me how/where do I obtain a copy of my IRS transcripts.?
C. Does INS require only my federal filings or should I need to include all the state transcripts too.?
D. In regards to the traffic tickets, I have 3 traffic tickets ( speeding tickets that i have paid and closed ) in 3 different states. Now, I understand that these traffic violations are minor and hence are NOT required to be included with our documents when we file for our Citizenship. However providing a set of evidence from these 3 states that I only have speeding violations will prove them that I am truthful and honest. In order to obtain our driving records, different states have different reports for consumers. What should I be asking these states ( CA, NY and OH ) in regards to my driving records.?

This may sound silly, but why are you trying to get a status letter when you didn't arrive in the US until after your 28th birthday? Unless you were in the country prior to your 26th birthday, there really is no need to go to all this trouble.

Sounds logical however I think it is better to pull out this Status letter than to sort this out at the interview. Most IO do not make any decisions and seek out their supervisors'. This letter will make it easier for the IO and hence for the applicant.
