Currently the amount of demand versus the annual numerical limitation requires that we impose a cut-off date on that category. I do not expect an April 2002 priority date to become eligible for final processing in the foreseeable future. Attempting to make a precise estimate at this time would be impossible, and anyone attempting to do so is foolish.

What else did you expect from them ?
They gotta justify their actions no matter what !! They are bound to repeat whatever is stated in the official bulletin !

Once October rolls in, we can start seeing the processing trends and that might start giving us some clues about the real meaning of these cut-offs.
