Replacement for Unobtainable Birth Certificate – RFE

I am an USC, and I filed an AOS for my mom based on our relationship.

She doesn’t have a birth certificate, and her parents have long deceased.

Before coming to the US, she lives in Hong Kong. On the Hong Kong Consulate website, it states that another document (Certificate of Registered Particulars) can be used instead of unobtainable birth certificate in the process of applying immigrant visa: http://hongkong.usconsulate.gov/iv_unobtainable_birth_certificates.html (i.e. for CP).

I submitted the Certificate of Registered Particulars and a printout of the website with the initial AOS application and recently got a RFE.

I am tempted to resend the Certificate of Registered Particulars and the printout with a more detailed description to see if it would work. On the flip side, I am afraid I-485 will be denied since I did not provide a birth certificate as asked in the RFE.

Advices are greatly appreciated.
