Relative visiting on B2 visa while I-130 in process?

I have filed I-130 for CP for my father in May (I'm USC) and there is still no progress on the case. I've heard it can take up to a year from start to finish. Now he might wish to come spend the winter with me in California (he does this every year) on his multiple entry tourist visa. Can he do it or will he have to wait for his green card?

He can try, but if the officer at the port of entry sees the I-130 he'll probably be refused entry. It helps that he has a history of regularly visiting and leaving, so he should have a better chance of admission than an I-130 beneficiary who is visiting the US for the first time.
