Relationshop between SC process and OCI file acknowledgement?

If SC/OCI has been applied together, does the OCI file acknowledged means that SC process is complete?

I am not sure but i think one can definitely presume SC process is complete when Registration status granted. That is the time your OCI is approved and they cannot do it without SC.

That make sense.
So even after acknowledgement, one is never sure if SC still has issues.

My wifes OCI was acked and SC dated the same day in Houston. It was applied together.
