relation between LUD change and approval

HI, All

Can gurus explain the relation between LUD change and final approval?

Some people say they will have a LUD change when PD become current,
but some also say they don't have any LUD change before approval.

Is there any pattern here?

Is LUD change a necessary condition for final approval?
