Relation between address in passport and counslate for CP

My Indian passport is up for renewal. I used to reside in Mumbai and the previous passport has the Mumba address. My family and residence in India for the most part has shifted to Chennai. I still have contact addresses in Mumbai. It would make more sense to put the Chennai address in the new passport application.
I might go for the CP route as my process is awaiting the I-140 approval.
If I go for the CP route and if the address in the renewed passport is the Chennai address, would I be forced to go to the Chennai counslate for CP. It seems that Chennai counslate needs the actual i-824 approval notice wheras the Mumbai counslate needs just the application receipt#. Hence it might seem that routing CP to the Chennai counslate might result in longer wait.
1. Is the above mentioned sttatement about the difference between the Chennai and Mumbai counslate correct?
2. If even I have Chennai address in my passport, can I request for CP in Mumbai counslate (I have my F-1 and original passport issued in Mumbai) I also have immigration clearance stamps from Sahara airport immigration authorities from the time when I travelled to Mumbai the last 2 times.
3. Is it wiser to still go for Chennai counslate?
4. Any other thoughts regarding this matter would be helpful?

Before any of us answer any of your questions...tell us have you filed I-140 with CP option or I-140 with 485? It is confusing coz in your posting you say that you are planning on doing CP but you are also talking about I-824 receipt/ approval which is mutually exclusive!

Consulate generally depends on the permanent address in the passport which in your case will most likely be Chennai as per new passport by the time you are ready to apply for the CP process after i-140 approval.

but answer the above question!
 
I am currently pursuing the AOS route with concurrent processing. So it is I140 along with I485.
I have not yet indicated to INS that I would be going for the Counslar processing.
My I485 with I140 was applied in Oct 2003 from Nebraska center. It seems to be that the processing time for 485 is very long and hence I am thinking of switching to Counslar processing after my I140 gets approved. However my passport is expiring soon and I was doing some planning for the possible counslar processing route I may take. As such the question of address cropped up because from what I read the Chennai counslate needs the I824 to be approved. However the Mumbai counslate needs just the I824 receipt. Sorry for any wrong statements based on my ignorance.

I'm afraid that since your permanent address in your new passport will be chennai, you will more than likely fall under Chennai consulate and hence you will need to have an approved I-824 to proceed with CP.
 
Since his old passport was expiring,one of my friends applied for a new one at the Indian consulate in the US. Because of lot of uncertainities, he did not know where his parents will stay in India. Hence, in the application form, he mentioned his local address in the US ONLY and left the permanent address portion blank.

He got the new passport with just the local address mentioned, without any questions and without his permanent address in India.

Though not advisable, perhaps you could try doing the same.If the Indian Consulate later calls you or sends a letter asking for your permanent address, then you may give the Chennai Address.
