Rejected per old point system. how to re-apply for new 67 point system ?

Hello,
I applied for PR on my own and my application was rejected 4 or 5 months ago since at that time 75 points were reqd (I had 73) to qualify. Now I heard that it has been reduced to 67 points for which I might get qualified. How to re-apply now ? Should I restart all over again (new application form, fees, finger print etc.,) ? or I can refer the rejection letter and request to re-process ? I assume I will go in the queue again...
Please reply if anyone who are in my situation..

once rejected, you do have to start all over again.
i'd suggest do it quick, and i believe you should be able to sinceyou already experienced filing it once.
with CIC, neverknow they might change the scoring yet again and raise it.
