Reinstate Green Card for father

I am a US citizen. My parents from India came to US in 1993 on visiting visa & got their GC in 2002 when I sponsored for them. My sister also came with them on visiting visa and got her GC through work. My sister left US due to medical reasons in 2001 and my parents followed her in 2003.

My sister passed away in 2007 due to medical complications & recently my mother also passed away.

I am not sure if my parents ever asked for permission to stay longer in India due to their circumstances.

Even though I have brothers and their families to care for Dad; but he wants to be with my children who are still young & live at home. My dad's health is not so good and he needs someone with him all the time as care taker.

Can my dad reinstate his green card under the circumstances?
If so, can he start the process in India through US embassy or do I need to do something for him here in US?

Sorry for your loss.

But unless you are a millionaire, bringing an unhealthy parent to the US could likely bankrupt you and still leave him without adequate care. Getting health insurance for him in the US will be exorbitant or impossible due to his age and health condition. A single surgery or a month in a US hospital can easily cost more than $100,000. He might be better off staying India where care is affordable, with you sending money to India to pay for a full-time nurse and his other health care needs.

It's too late to reinstate his GC with the SB-1 process. You'll have to file a new petition with USCIS, and after it's approved he'd interview for it at the US consulate. But whether it's a good idea to bring him to the US is another matter.
