Reinstate - Cancellation of Registration

My neighbour applied for greencard for her sister and got approval last Oct. However, her sister said she didn't want to come over, so she got a letter, cancellation of registration saying the sister has up to a year(Oct, 2013) to reinstate her gc if she requests for it and the reason she couldn't come was due to circustances beyond her control.

Now the sister wants to come over again!

My neighbour's questions are:
1. anyone had such experience and what are dos and don'ts?
2. should she handle it by herself or hire an immigration lawyer?

What exactly happened? Was she interviewed for the green card at a consulate and they approved her? Or was the approval only for the I-130?

Everything was ready for her to be interviewed by the consulate at Guangzhou, China, but she didn't go.

She should contact the consulate to find out what to do next. Depending on when she had the medical, it might need to be redone.
