Regular LCs can not be filed anymore in any state?

Folks,

Is it true that regular LCs can not be filed anymore in any state? This rather surprising information has been given to me by a clerk at one of the firms I am evaluating for representing me for an LC filing in the very near future. The same person is also claiming that a regular LC can not be converted later on to an RIR LC in any state. Is this also true? I am specifically looking at filing in either NJ or PA (Harrisburg). Please let me know, this will help me very much.

Unless they caught this info. early in the grapevine, I do not think so... PERM regulation has been in the pipeline for a while but no firm mention on when exactly its gonna take effect has been released. So - until DoL officially states, it you can very well go ahead with regular (both RIR and non-RIR) LC filing.
