Registration with INS

Now non-immigrants alien and illgela immigrants from certain
countries are required to register with the INS and thus causes
so much controversy. But isn't it the case that actually all non-immigrant alien and even we PRs from any foreign country
are supposed to register anyway (simply mean report address
and change of address), right? The only difference is that
some may be fingerprinted. So what are other differences?
 
Many say that such registration will soon encompass
all countries whose citizen need a visa. Maybe it will
not stop there. Even one day the people who
come thru visa waver program will have to register.
Eventually even citizen will have to register their fingerprint
with government. I heard in California, people
are fingerprinted when getting driver's license.

Why not finger print every baby and enter finger print
into birth records? Will the fingerprint remain the same
when people grow up?
