Registration of Child with USCIS

I have read somewhere that a child with Green card when reaches the age of 14 years, it should be informed/registered with USCIS. Is this true? If so what is the reason? Would appreciate any info on this.

Actually child under 14 gets a GC with a picture but without a fingerprint. When the child reaches 14 he/she needs to get fingerprinted.

Now-a-days, the children are fingerprinted as well. It's unbelievable!

My daughter (10) was fingerprinted during the passport stamp, October this year. Not sure when they changed the rule or law.
