Registration for special army services for GC

Isit mandatopry to register and what is the age limit for GC to do that.
A friend of mine is a GC since he was 23 and now 26 and he hasnt done that.
is there going to be a problem when he applies for his citizenship.

Yes, he should register with the Selective Services folks before he turns 27. It costs nothing, and, since there is no draft (aka conscription), it results in nothing other than fulfilling one of his obligations.
