Your spouse will need a TIN (Taxpayer Identification Number) if she cannot qualify for a Social Security Number. Persons with H4 visas (spouse of H1) do not qualify for a SS#.
1. Go to DMV to get a driver\'s license. They will ask for SS#. They can also provide a letter for Social Security Administration saying your spouse requires SS# for driving license.
2. Take the letter to your local SSA office. They will issue your spouse a letter saying he/she cannot get a SS#.
3. Take the letter to your local IRS office (can be done by mail also) and fill out a Form W-7. You can download the form at http://www.irs.gov/pub/irs-pdf/fw7.pdf
4. It takes about 2 weeks to get the TIN from IRS once you file the form. You will need the TIN to file taxes as a married couple filing jointly - you save on taxes when you file jointly (in most cases).
