regarding second FP

Can someone please tell me
1 who recieves the second FP notice, the lawyer or the individual
2. If second FP request is generated, does the website gets update ( does it says something like " a second FP request has been generated etc etc"

FP2 is sent to both lawyer and applicant.

but does the BCIS online site shows that is the request for second FP has been issued?

As per the postings that I have seen on this forum, It's updated in some cases and in others it did not.
