regarding my F-1 satus

hi i am international student from india. i got a academic suspension from my college because of my low grades. but i already submited my transfer form . the other clolege is ready to accept me and they sand acceptance but my university is not allow to take transfer. in the prior semester they gave transfer to 2 people with the same condition but this time they don't.

so please tell me is it true that suspended student are not eligible to take a transfer .....?
 
hello everyone,
I was wondering if any of you had or know someone who had a similar experience. I am planning to go to Euope and I have an admission for a certificate program that starts in January 2008 in the US and it is only for 6 months. I was wondering if I apply and hopefully get a F-1 visa based on a Certificate program?
