Regarding I-130 for my parents

So, my sister filed the I-130 visa for parents and after 1 plus year now, we received notice to pay the fees for my father only and submit the sponsers and it been approved and informed us that wait for visa call however, we haven't received anything for my mother. What would be the reason for that and what we can do from this point? Thank you for piece of inofrmation and knowledge you can provide.

They are separate I-130 applications. Separate applications do not necessarily proceed at the same speed.

Even if we did the both applications at the same
time ? Also, today in conferences call, mr. khanna mentioned that I can contact senator but due to the break I couldn’t hear him better. Would you mind comment on that please ?

The reason we are concerned is that same case happened to my far relatives where one of the parent got into USA where other one still waiting for it to process.
