Regarding DS160 form

Hi All,
I am looking here for your suggestion for below questions of DS160 form

1. Has your U.S. Visa ever been canceled or revoked?
2. Have you ever been refused a U.S. Visa, or been refused admission to the United States, or withdrawn your application for admission at the port of entry?

If a person B1 or L1 interview not cleared earlier and got a 221(g) receipt then what should we answer for these two questions.
Any help on this is much appreciated
