Reg USCIS Announcement on Extension Of Stay For H1B cap effected applicants

I have a small question regarding the new announcement from USCIS. Earlier, I was on my OPT which was supposed to end on the 07/23/04. Since I wanted to apply for H1B for the FY 2005 and also not to give USCIS an oppurtunity to send me any RFE, I enrolled in a school on the 06/26/04(Which ended my OPT that day as I received an I20 from that school). Currently I am on my I20 with my new school to maintain my legal stay, not to go through the hassels of 60 day grace period thingy. My H1B petition has been approved and as you know it is valid only from the Oct 1, 2004. Now that USCIS has passed this new law for the students with status gap issues, I have few questions here

1. Is this applicable ONLY for those whose H1B application is still pending for a decision with USCIS or does this also apply for those who got approval from USCIS already ?
2. As in my case, can I go ahead and cancel my admission with my new school and stay in US legally until the Oct 1st without working (My H1B has been approved already as I mentioned earlier)? I want to know if this is possible, as I want to save some money which i paid towards my tuition....
