Refund of fees...according to Shusterman.com

According to www.shusterman.com they say they will refund the fees for applications received on or after 24th Jan.

Now I sent my application on 21st Jan, and according to the FedEx online letter, it was recd. on 23rd Jan.

Now according to the vide years of experience people have here, does the date of actual FedEx is the same date of receipt they put in the I-797 Receipt Notice..

I am just trying to check my luck here, as this shows I cannot win the lottery...One day...
 
Yes, mostly (almost 100%) fedex delivery date and their receipt date are same. Hard luck man!! But just assume fees never reduced and you had no option but to send the applications.
