refuge outside usa

hey all

need help regard my brother, I was granted asylum status feb 2012, my brother is in third country as refuge, he was interviewed by UNHCR officer and was given refuge certificate. is there any way he can join me in the state? he dose not have passport ( has expired one and no way that the home country will give him one)

Since he is already granted a refuge status in another country I don't see how he could apply for asylum here in the US.

the refugee id is UNHCR ID not the third country, any idea what the next step?
