Refile under PERM - Do we need RE-DO all all recruitment steps?

On August 2004 we submitted RIR ETA750 petition.
If we want to refile it under PERM we need to
1) withdraw the current application
2) submit new PERM

Does it mean that if we refile, we do not need to go through all recruitment steps again (do newspaper advertisement, SWA job order, request Prevailing Wages, etc.) that we did previously or must we re-do in a new unit of time those steps?
 
Yes

If it is a new perm app you need to redo everything. There are some discussions going on how to get this done.

unfortuneatly we have to redo everything. My RIR ad was done exactly as per PERM requirements year ago. (2 sunday ad, 1 journal ad, 2 internet ad ect..). Now it is no use.
 
I guess the DOL will change their mind!!!

Thank you for the responses. I guess the DOL will change their mind about that issue. We spent a lot of time and money on ads...
Probably I will start it over from free ads... and we will see how are the things going after March 28.

Could you please explain "I will start it over from free ads".

"Free ads".... I mean to advertise the job opening with SWA, free job websites, campus, etc... and later as soon as I make decision to refile under PERM I will post ads to newspaper, magazines... The paper ads are pretty expensive :(.
I did RIR by myself without atorney. I just showed to attorney the documents before I sent them to US DOL (I paid $200).
