Reference letter for NIW and publication record

Hello Friends,

I am preparing my case to apply in NIW category through a lawyer.

I have a PhD from a University in USA and one publication with 85 citations ( today google scholar is showing 87 citations!)

According several lawyers I can file in for NIW category.

I wrote request to write me reference letter to several scientists in my network. Two of them have replied saying that I do not have strong publication record and they don't feel comfortable writing a recommendation letter for me. Others have not replied at all.

Any advice/suggestion, for what to do in this case?

85 citations is good, how many of them are self citations? It would help if you are the 1st author on the paper, if not - ask whoever is the 1st or last to write a letter indicating how exactly you've contributed and why your work was important.

As for the letters, keep trying. I wrote at least 15 emails asking people who cited my work to write the letter (I even gave them a draft), of those only 3 responded and only 2 ultimately provided letters. It is very hard. But keep trying. If you get 1 letter out of 10 inquires, it's not that bad.
