Reentry Permit, When is it required?

The question:

Does a PR need to apply for a reentry permit if he/she stays outside the US for less than a year?

I guote below a statement from Form 1-131 Instructions ( REV.11/16/07), on page 2, it says:

"if you stay outside the US for less than one year, you are not required to apply for a reentry permit. You may reenter the US on your permanent resident card ( form I-551)

Which , I think, contradicts what is in law (INA 101(a)(13)(C)):

"(C) An alien lawfully admitted for permanent residence in the United States shall not be regarded as seeking an admission into the United States for purposes of the immigration laws unless the alien-
(i) has abandoned or relinquished that status,
(ii) has been absent from the United States for a continuous period in excess of 180 days,

It is not required for trips of less than one year, but if the trip is over 6 months it puts the burden of proof on you, and having the reentry permit can help. It also gives you the flexibility to extend the trip beyond one year if something comes up.
