Can you leave the US immediately after filing for a reentry permit or do you need to wait for the receipt? How long after filing, the fingerprinting is done? Please reply asap
You need to wait for finger print. Finger Print usually takes few weeks.

I do not think there is a law like that. However, people wait for receipt to line up their ducks in order. What if your filing was lost and you discover that there is eventually no receipt. Even if you have a tracking number, you will have a big battle in terms of proving that you sent the application when in US. It is more of risk management.
