Reentry Permit Need Fingerprint?

So does anybody have any information regarding when CIS will start requiring fingerprinting for reentry permit application?

Do they currently require this? I guess not now.

Then just curious then, if no fingerprinting is required for re-entry permit, why are people required to do finger printings for naturalization application?

CIS should already have the applicants' fingerprints with them when these people first applied for green cards.
