reentry permit limit and cancelling

Hello, how many times are you allowed to receive a reentry permit? I mean what is the official limit? Or there is none, but it is all discretionary, depending on how many times you are applying? Also is it possible to cancel or withdraw the application, if later you decide that you do not need a reentry permit? (In order to keep the number of times you receive the reentry permit at a minimum)
 
Discretionary, depending how much time you spent outside of the US. I'm guessing this based on the fact that the application form asks about it.
