suggest to redefine "legal immigrants"

Note : The term legal immigrant was used to mean "Any immigrant who resides legally in USA and has not yet obtained citizenship of USA".

Should also cover those who lost legal status due to "good" reasons, small mistakes, INS's wrong doings .......

For example, Mrs. Aram Arumugam.
