reciprocatory fee on H1 and H4

I am in USA since 4 years with my family. Last 2 times(Jan 2000 and Aug 2001) when I changed employer,sent only my PP for stamping witout paying any
reciprocatory fee(some $45 that time).St.Louis office duly stamped without
any questions both the time.Of course, that was pre 9/11.

Now I got fresh H1 again from another employer alongwith three H4 for my family.
This time I want to send all 4 PP for stamping.

Do I have to pay 4*100 plus 4* 75 totalling $700? Does anyone have any recent
experience like not paying reciprocatory fee and got stamped? Problem is
my employer won't pay.

In case, if I send without reciprocatory fee, is there any chance of rejection
and loss of application fee $400? Pl. share your experience/opinion friends?
 
If you have valid H visas in your passports, you do not need to get new visas even when you change employers.
Reciprocity fees have to be paid by everyone. It is based on what your country charges US citizens for visas. I am surprised how you got away without paying it.
