Today there are 10 VSC approvals and 6 NSC approvals on Rupnet.com. Also you would have seen some approval messages here.

Most of the approvals are with ND in the range September 2001 to July 2002. Some of the June/July 2002 cases were approved just before the expiry of first fingerprint. So it is obvious that USCIS doesn't want to spend more money on re-fingerprinting every 15 months.

If your finger print is about to expire, instead of keeping your fingers crossed contact your local Congressman/woman for help on your case. If your finger print has expired then contact USCIS and request manual scheduling for fingerprint. Hit all the corners, Congressional Liaison, AILA liaison, .................

P.S: Don't get excited about the recent adjudication trends, instead keep focussed on our Congressional campaign to address the backlog issue

My opinion is that this FP expiry is just a big scam. There is nowhere an official policy memo or directive on this, or at least I have not seen it.
Expiry of FP results or FP or FBI policy or USCIS policy. It is just a scam. Nobody ever complained, and thus everything is fine with USCIS.

BCIS has mentioned about this in one of their FAQs (not related to 485 though)..

Q: How will I know that my fingerprint files are about to expire?

A: Your fingerprint clearances files expire 15 months after that the date that the USCIS received a response from the FBI. This is approximately 15 months from the date that you were fingerprinted

My 485 has a Feb 2002 RD date and my finger printing expired on september 29th 2003(1st Fp Rd: June 29, 2002). I contacted NCSC to schedule a manual finger printing as you suggested, but the representative told me that they cannot not manually schedule a FP, I have to wait for the letter from BCIS for 2nd FP.

Since my RD comes after the offcial processing time of Jan 15, the representative said they cannot ask the status from VSC. In this case can I approach the congress man in our area.

Tell your Congressman/woman that your I-485 case is pending for long time and request their help on status of your case.
 
They approve 10 in one day and then they will be silent for one month without a single approval. Just to make our hopes alive, rather than killing once for all.
 
It's something like this...Just my thoughts following the pattern in this board for a while..

FP expires after 15months...!!

If your case is picked before that, ur lucky to escape with RFE[if u respond quickly] or get approved directly..!!

If your case is not picked before that, FP scheduler schedules ur FP2, which means that would get flagged and wouldn't be picked by officer atleast for a month/two and he has get a chance to pick your file again..!!

Since Jan2002, most FP1 were almost in 3-4 months of your RD and hence FP1 expires soon[w.r.t the total time for 485]. Prior to that, FP1 used to be close towards your approval time.

Anyone who had filed after 2002 and who were fortunate to get their FP1 notice late and done late are the lucky ones, going by BCIS backlog and 22months timeperiod.

It takes approx 2mos from FP2 for the officer to pick ur case, send out RFe or approval.

Doing early FP2 for an early approval is just Not true I guess.,
as case is picked approx 2 months after the scheduled FP2 date.
[But there's no harm in giving it early]
