Received RFE; Address Change question

Hello Guys,
We get RFE (RD: 12/14; ND:12/26, FP;04/30) for latest 2 months paystubs and the marriage certificate.

I have an address change question: Since I am moving within city: Does USPS forward mails from INS to new address? I heard that USPS does not forward mail received from government office such as INS.
 
Another option to evaluate (I am not recommending this, but would likely do myself in that situation) is to set up a vacation hold at the USPS office (instead of forwarding). They will hold all mail at the office till you pick it up(I think 1 month max), and you can continue the hold beyond that.
In my case I have been out of the country for ~3 weeks, and had filled out the vacation hold form, and they did hold INS mail containing EAD card, with the rest.
Downside is that the rest of the mail gets held too, so it may work for you if you handle critical bills with online banking.
