Hi Guys, My PD is oct 99 for f3 category(PRESENTLY giving for 99 JULY) but my mother in usa received packet from NVC asking to deposit $70 for I864(affidavit of support) and $ 360 or so for processing. Is that true they start the process b4 PD become current. Is this is begining of process. How long should i expect for interview after this fees deposit. Thanks Waiting really appreciate for your reply or suggestion.

This is a normal thing, you are even a little bit late in comparison to others.
It is the begining of the processing process and "yes" they always start the processing before priority dates becomes current. There are even some persons who have deen processed for years now and still has not been interviewed because their priority date is not current.
Even if they collect all fees and paperwork, you will not be interviewed until your priority date is current, your file will be sent to the embassy/consulate and sits there until you are current.
