My priority date is 10/23/2008. What is the next step? When should I expect the end? I am in Chicago area.

Next up is fingerprints, and then interview and then oath. Average processing times in the Chicago office are 5.1 months. Assuming you don't get stuck in name check, you'll be done in roughly 5 months.

Do you know when the name check starts? How to track it?

It starts after you have your fingerprints done, as far as I understand. I don't think there's any way to track it.
