This is very strange, I have called CIS to change my address on 05/02/2004, as well filed AR-11 on the same day. They approved my EAD on 05/13/2004 and sent to old address. At my old address one of my friend moved into the same apartment, the us postal service delivered the mail to them and they gave it to me.
So far I got all the mails forwarded to my new address by usps, but not the mail from CIS. Just to find out I went to post office and asked them why they did not forward to me this mail. This what USPS told me, The name appeared in address on this particular mail is different, CIS wrote my name in the address in the format of "LASTNAME, FIRSTNAME MIDDLE INTIAL". It seems usps scans names in "FIRSTNAME LASTNAME" format. I had to believe the usps theory.
