Reasons for rejection

I hear that either sponsor, DOS or USCIS is supposed to inform the petitioner of the reasons why the petition was rejected. At what stage are these reasons mailed to the petitioner? Does DOS send it after they mail the recommendation to USCIS or do you have to wait till USCIS is done and you get it from them?
