I have a feeling that the retrogression is due to the flurry of approval that the CIS issued in the last year or more. I won't be surprised that someone at the helm fell asleep and did not sound the alarm when the approval reached a certain number. By the time they realized this, the visa numbers were used up not for this year, but may be for the future also. Hence, the drastic retrogression to stop the filing of I-485 and to make their queue number look good.
This is just my 2 cents for what it is worth. Can any one find out the number of approvals in the last 2 years?
