Reapplying Green card

My father got his green card in 1997 after that he came back to India after a yr he applied for extension and got the extension till Feb 2000, now his actual green card expires in 2007 but permit to renter was till 2000, can some one tell what are the procedures to repply for the GC as he wants to visit US, what are the options, he hasnt travelled to US for the last 3 yrs. Any help is greatly apprciated.

As I understand it, by not returning to the US in the past three years he has forfeited his greencard and it has most likely been cancelled. I think he may have to reapply all over again - if that\'s the case, it may be very, very difficult for him to get another one and INS records will state that he let his first one lapse.

I could be wrong (and I hope I am), but I think that\'s what the INS regulations state.
