Getting LC and GC is a previlege, not a right. So you can't blaim them not helping you.

But I would say it is a combo deal.

Tell me how it sounds - for each legal lottery winner - your country gets 4 illegals free. If you can show you are from a country who gave a cause for Homeland Security you get 8 free. (You can reproduce now or after reaching shore - all upto you.) Tickets to Canada will be provided to latter at good rate.
