Really difficult to get visitor visa once I130 is filed?

Do we really have a lot cases in the past that US consulate refused to grant the visitor visa to those have already filed for I-130?

It makes me worry if my single sister wants to visit me in the next 10 years (you know the wait time > 10 yrs for F4), there is no way for her to get a visitor visa.............
 
It will be an uphill struggle. It depends on which country your sister is coming from. She just has to convince the consular official that she is going home after her visit.
