Really Confused: H1B Extension & Transfer same time !?

My current employer filed a H1-B extension for me after 3 years of employment. Since the extension was filed before my current H1B and I-94 expires, I am still in legal status. Now, I have an offer from another employer who is ready to file a H1B transfer for me.

My questions are:
1. Can the new employer file a H1-B transfer for me while the H1-B extension from my current employer is still in process ? Do I need to wait the extension to complete before the transfer can start ?

2. Would the expired visa/I-94 on my passport complicate the transfer even I'm in legal status? Do I need to let INS know that an extension was previously filed ? If so, how ?

3. Would it be easier and faster if
(i) I go through this simultaneous extension/transfer process
OR
(ii) I resign from my current employer, and have the new company file a new H1B for me using premium processing.

read on..

1) Yes...these two transfers are completely indenpendent so no problems..

2)Yes you need to include the H1 extn receipt to prove that you have filed for current extention and that you are still working for the current employer..supply paystubs.

3) Best case..dont resign AND file premium processing.
