Below is from Murthy's latest Bulletin .....
"We note that, following the last retrogression, the priority dates became current for all categories and countries in July 2001 and remained so through December 2004. The priority dates only became current in July 2001 because of certain provisions in the AC21 law that allowed for the reallocation of about 50,000 unused immigrant visa numbers regardless of a person's country of origin. Therefore, when drawing any conclusions about the likely duration of the retrogression, this important factor must be taken into account. There is a movement towards requesting similar reallocation this time around, which would certainly provide much- needed relief."

She mentioned about the requesting reallocation of unused immigrant visa numbers this time also.
Anybody has an idea, who made this request if it was already made (or)
any further information about this reallocation.

As far as I know, a senator has to issue a bill in the senate for this. The senate must approve it and the president must sign it, for it to be implemented. I am not sure if any senator has already done this, or is planning to do this. I am also not aware of the timelines involved (i.e. if one is introduced, when will it come up for discussion etc, or if one is not introduced, what is the plan). I am guessing that it will be 6 months to a year before we see some activity in this direction (this is usually the time it takes from the introduction of the bill to its discussion in senate etc).
