Re-Use of LCA?

If a LCA is approved, but the immigration petition on that LCA is denied, is it possible that a different company can use the same LCA to apply for another immigration petition?
or the new company has to to start all over again with new LCA (like advertisement) etc.

Labor certificate is the property of the company or in other words, property of the Employer. Employer can use it for some other employee, who meets the requirements. Employee does not have anything on that. If employee changes employer then he/she has to

1. Start all over again Or
2.Use Substitute labor of the New Employer.
